Como bien es sabido esta norma tiene un papel destacadísimo en la totalidad de programas oficiales /oposiciones de ámbito Local (Ayuntamientos y Diputaciones especialmente) y, en consecuencia, sin su dominio absoluto se hace prácticamente imposible superar los mismos.
