L'objectiu d'aquest treball és exposar, en els seus trets fonamentals, el debat jurídic que es va obrir amb motiu de la discutida constitucionalitat de certs pr eceptes de la Llei d'estrangeria, concretament els referits als drets de reunió, manifestació, associació, treball, sindicació i vaga dels estrangers sense auto rització d'estada o de residència. S'han utilitzat com a documents bàsics els pr imers dictàmens dels consells consultius i el recurs del Parlament basc, així co m els informes emprats pel Defensor del Poble, perquè, de fet, constitueixen elg ruix doctrinal sobre el qual s'han basat els posteriors dictàmens.
