El general mallorquí Valerià Weyler i Nicolau (1838-1930) és una de les figures més controvertides de la història política i militar espanyola. Fou capità general de Cuba durant la insurrecció independentista de José Martí i Máximo Gómez, i ministre de la Guerra. Home de fermes conviccions liberals, va tenir actuacions que semblen tan contradictòries com la repressió de la Setmana Tràgica de Barcelona el 1909 i la seva participació en la Sanjuanada (1926) contra la dictadura de Primo de Rivera. Així com les activitats per terra de Weyler són prou conegudes, les que va desenvolupar per mar ens són gairebé desconegudes. El general Weyler i l’esquadra naval a Cuba és un intent de contribuir a omplir aquesta llacuna.
