Al llarg del segle IX, l'afebliment de la monarquia franca fa que aquests comtats es comencin a gestionar sense esperar directrius de la Cort. L'any 878, Guifré rep la major part dels comtats catalans. Però el territori està fragmentat, despoblat i sota la constant amenaça dels cabdills de la frontera superior de l'Al-Andalus. Més enllà de la llegenda, el comte Guifré emprèn la tasca de cohesionar aquestes terres i posar els fonaments d'una nació.
