Provinent d'una família tradicional i de dretes, va formar-se com a capellà en l'ambient resclosit de l'Espanya franquista, però a dia d'avui és un bisbe compromès amb la Teologia de l'Alliberament que ha estat amenaçat de mort diverses vegades, que s'ha hagut d'enfrontar amb la dictadura militar, amb els poderosos locals i també amb el Vaticà.
