Durante los primeros días de junio de 1962 un centenar de españoles demócratas y antifranquistas, del exilio y del interior, se reunieron en Munich para discutir sobre las condiciones que España debería cumplir para integrarse en la Europa unida en construcción. El documento que consensuaron, presentado en público por Salvador de Madariaga y José María Gil Robles en una sesión histórica, puede ser leído como la hoja de ruta que haría posible la Transición. Aquella operación que alió a vencedores y vencidos de la guerra civil desbordó a la dictadura que sólo pudo explicar la maniobra como un contubernio.
